Four Year 2025 – 2028 Regional Combined Strategic Plan
As of August 1, 2025, the BCW/Workforce Development Board is pleased to announce the release of the 2025–2028 WIOA Regional Strategic and Local Plan for public review and comment. This plan outlines the strategic vision and priorities for workforce development activities across our region for the upcoming program years, in alignment with the Workforce Innovation and Opportunity Act (WIOA).
We invite all stakeholders—including job seekers, employers, community organizations, and the general public—to review the plan and provide feedback during the 30-day comment period. Your input is valuable in ensuring our workforce strategies effectively meet the needs of our communities.

Four Year 2021 – 2025 Biennial Update for 2023
The WIOA Southwest Ohio Region 2021-2025 Strategic Plan is a collaborative effort between Ohio Area 13 and Area 12 to address labor market changes and economic recovery following the COVID-19 pandemic. Led by the Workforce Council of Southwest Ohio and BCW/Workforce, the Plan aims to strengthen the talent pipeline, support career pathways, and meet employer needs by modernizing service delivery and addressing challenges such as labor shortages, technology advancements, transportation, and childcare. Through regional collaboration and public feedback, the Plan seeks to enhance workforce resources and promote sustainable economic growth in Southwest Ohio
